The industry's experience with country-of-origin labeling (COOL) was the example often cited to illustrate the result of an industry not having input into the formation of a law that affects it.

These fears initially seemed justified as there appeared to be a race to get ID policy introduced. However, the momentum seems to have shifted toward a more prudent approach. National ID is still on the fast track but the new legislation being offered demonstrates a more balanced approach that includes embracing the U.S. Animal Identification Plan (USAIP) and a phased-in, realistic timeline for implementation.
