Read as closely as you will, but nowhere in this bill does it mention horses, or the killing and processing of horses for human food.
This bill (LB305) is first-step legislation, meant to open the door in Nebraska to such processing by establishing a state meat inspection agency that could do what federal meat inspectors are no longer funded to do.
Its companion bill (LB306) further extends the discussion of horse slaughter in Nebraska, by requiring that any humane society, horse shelter or rescue operation provide shelter and care for every horse brought to it. It would be a misdemeanor to turn a horse away.
